The first meeting
In third of June, in Belgorod-Dniester city (Odessa oblast’), was held the first joint meeting of work groups of Belgorod-Dniester district administration and the executive committee of Belgorod-Dniester City Council discussed issues concerning USIAD project implementation «Reform of HIV services in action.”
USAID pilot project «Reform of HIV services in action” aimed to ensure the operation of a sustainable model of essential HIV services for high-risk groups and people that live with HIV Belgorod-Dniester city and Belgorod-Dniester region, was launched in early April, this year. Its implementation, together with Belgorod-Dniester district administration and executive committee of Belgorod-Dniester City Council, is engaged by charitable Foundation, “Way Home”, Public Union “Odessa Regional Collegium of Doctors,” and charitable Foundation “Veselka”.
This first joint meeting was attended by representatives of all project participants, from NGOs and from government agencies. At the beginning of this meeting, project manager Nataliya Kitsenko, in her report informed about project realization. She acquainted the participants with project work plan, specification of targets and performance of indicators. As a result of project manager performance, the main general conclusion was made to approve the project work plan. Then the word was taken by Postnov Alexander, specialist of project monitoring and evaluation and sociological research methods.
He spoke about the research results of the epidemiological profile of Belgorod-Dniester city and Belgorod-Dniester area (the area, on which, in fact, the project activities are implemented). As a result of professional performances, it was made a general decision to approve the epidemiological profile of city and region.
Another, not less important issue that was resolved on this first work group meeting concerning the project – is the possibility of further training for medical personnel that are involved in project, as well as holding a series of trainings for specialists of social services, representatives of Ministry of Emergency Situations and other structures concerning issues of tolerant attitude to representatives of vulnerable groups and people that live with HIV. This information was presented by Vyacheslav Polyasny, head of health care system group.
And last but not less important than the rest of agenda was the discussion of development plan of local normative legal acts for implementation of basic package of HIV services in institutions of primary and specialized medical care centers. On this performance, with own presentations on this topic were: Tatiana Sibirtseva, Head of the health care Executive Committee of Belgorod-Dniester City Council; Leonid Kondratyuk – head of committee on budget, finance and market economy Belgorod-Dniester City Council, and chief doctor of “Regional Dermatovenereological Dispensary of Belgorod-Dniester”; Vyacheslav Polyasny.
At the end of their performance, it was decided to base the overall plan of elaboration of normative legal acts of city and district, and on its basis to develop individual plans for whole city and region.
Summing up this event, it should be noted that due to the coordinated and operational work of all participants of this meeting, all planned objectives that were made by the representatives, were done. I want to believe that such well-coordinated work of all implementers will take place in future and will ensure all project tasks and goals of “Reform of HIV services in action” to be realized.
